Institutional Clarification Regarding the Jurisdiction, Classification, and Conduct of Para-Skating and Special Category Events.

*PUBLIC NOTICE & GENERAL INFORMATION*

The Roller Skating Federation of India (RSFI) issues this general information to all State Associations, Union Territories, athletes, coaches, and the general public to clarify the institutional framework, statutory positioning, and technical regulations governing sports for specially-abled and differently-abled athletes.

*1. Statutory and Jurisdictional Framework*
As the recognized National Sports Federation (NSF) for roller skating in India, RSFI operates strictly within its designated technical sport discipline. Under the established national sports governance architecture, the primary statutory mandate, regulation, administration, and medical-functional classification of sports for athletes with disabilities rest exclusively with specialized apex bodies: Special Olympics Bharat and Paralympic Committee of India

*2. Legal Position on Mandates and Competitions*
It is explicitly clarified that it is not mandatory, nor is RSFI legally bound, to organize, manage, or host regular competitive schedules or trials for para-athletes or special children. This positioning is fully aligned with: • The National Sports Governance Act, 2025, & The National Sports Governance Rules, 2026

*3. Voluntary Inclusivity and “Special Entry” Initiatives*
Notwithstanding the absence of any statutory or legal obligation, RSFI remains deeply committed to social responsibility and the promotion of sportsmanship. Embodying a profound sense of institutional goodwill, the Federation has historically and voluntarily taken initiatives to encourage differently-abled children.

To ensure safe execution, technical compatibility, and administrative viability, the Federation accommodates these athletes through a structured framework determined on a year-to-year basis by the Technical Committee:

• *Category I (Special Children):* Tailored specifically for children with Intellectual/Developmental Disabilities.

• *Category II (Differently-Abled/Para Skaters):* Accommodated via specific “Special Entry” or “Invitational Category” frameworks for athletes with Physical/Locomotor Disabilities. *Events – 2 Race Each Category *

The inclusion, scheduling, and track allocation for these promotional categories are determined annually based on venue safety parameters, technical infrastructure specifications, and verified registration volumes.

*4. Dynamic Implementation*
All stakeholders are hereby advised that such special races are distinct from the regular, ranked competitive national championship matrix. They are organized purely as a voluntary platform to boost the morale, self-esteem, and social integration of these exceptional athletes. Issued for the information of all concerned.
Thank you for your consideration and cooperation.
