The above-mentioned communications / report /letters have highlighted unprecedented situation which necessitated the conveying of the Special General Meeting of the Roller Skating Federation of India on 14/02/2026. In the said SGM, the issues related to your conduct and general administration of the RSFI were discussed by the members. As a result of the detailed discussion, I have relied on Rule 21(iii) of the RSFI Constitution to protect the interest of the skaters and the integrity of the Federation and have reached the following interim decision –
*1. **Withdrawal of Duties and Responsibilities*
Effective immediately, all your duties and responsibilities are withdrawn pending the submission of the Three‑Member Committee’s final report and the Executive Committee’s/ House’s final decision. To ensure a fair, transparent and impartial investigation and to avoid any actual or perceived conflict of interest, the following measures are being put into force –
· *All powers, authorities, and duties vested in the post of the General Secretary, Roller Skating Federation of India are hereby withdrawn, and the charge is assigned to Mr. R. Pratap Kumar, State Information Commissioner (Retd.), Tamil Nadu & Joint Secretary, RSFI.*
· *You shall not exercise any signing authority, approve or authorize Federation expenditures, access Federation bank accounts, represent the Federation before any court, tribunal, government body, or third party, or submit documents on behalf of the Federation. Mr. R. Prathap Kumar will handle these matters.*
· *You must cooperate with the Three‑Member Committee and must not take any action that would interfere with or prejudice the inquiry.*
· *Any violation of this interim measure shall be treated as misconduct and may invite further disciplinary action under the RSFI Constitution.*
· *You are required to immediately remove, delete, suspend, or take down any unauthorised email ID (generalsecretaryrsfi@gmail.com <generalsecretaryrsfi@gmail.com>), website (worldskateindia.com <vw6zrddy.r.ap-south-1.awstrack.me/L0/http:%2F%2Fworldskateindia.com/1/0109019cc77765bc-8bd24266-f29b-41cf-bcba-f69da5d0f55d-000000/zEAsD-8d6IhLbbBOSTbyJ6q_piE=249>), Facebook page (worldskateindia), Instagram page (worldskateindia), and/or any other social media or public platform being labelled/used on the name/disguised as that of the RSFI in any capacity.*
· *This measure is interim and administrative, and is intended to protect the development of the sport and the integrity of the Federation. It does not constitute a final determination of culpability. It shall remain in effect until the Three‑Member Committee submits its final report and the Executive Committee/House issues a final decision.*
· *Pending submission of the Three‑Member Committee’s final report, you are prohibited from participating in any Federation activities. You must not act in any capacity on behalf of the Federation, use the designation “General Secretary, Roller Skating Federation of India,” represent the Federation in any court, tribunal, or other forum, or submit any documents as a representative of the Federation.*
· *You shall not be associated in any capacity with the Federation, its State/Union Territory Associations, District Associations, affiliated clubs, or any other organisation, nor serve on any Technical Commission or Committee, or act as a judge or technical official in any roller sports discipline.*
*2. **Conduct during Inquiry*
You are directed not to undertake any action that would violate the Federation’s Rules and Regulations or otherwise prejudice the inquiry while it is pending. You must cooperate with the Three‑Member Committee and provide any information or documents requested by them.
*3. **Principle of Natural Justice and Opportunity of being heard.*
It is a matter of serious concern that you have not responded to the communications addressed to you either by the undersigned or the . Such non‑response, if unexplained, may amount to a breach of organizational discipline and the Federation’s rules. However, in accordance with the principles of natural justice and to ensure a fair, impartial and transparent process, you are hereby afforded a last and final opportunity to make your representations. You may submit your response to the show-cause notices dated: 27/12/2025, 05/01/2026, 15/01/2026, 31/01/2026 & 06/02/2026.
As per the Three Member Committee’s mandate, you may submit a written explanation addressing the allegations in the show‑cause notices issued to you in the past, together with any documents and evidence to the Three‑Member Enquiry Committee and the Executive Committee/ House to consider.
The Committee will consider any representations made by you before arriving at a final recommendation.
The Three‑Member Enquiry Committee appointed by the competent authority has already issued you show‑cause notices to you, which have not been responded to by you. Your written response, together with supporting documents, must be submitted within 15 days period from the date of receipt of this letter. If you require additional time for good cause, you may apply in writing to the Committee setting out the reasons. Any extension will be granted only at the Committee’s discretion and on such terms as it considers appropriate.
Please note that the interim measure of Withdrawal of Duties and the temporary assignment of duties to Shri R. Prathap Kumar have been taken solely to ensure an impartial and independent enquiry and to protect the integrity of the Federation’s functioning. Such interim measures are administrative in nature and do not constitute a final finding of guilt or liability.
If you fail to submit a response within the prescribed time, the Committee may proceed to consider the matter on the basis of the material available and take such action as it deems appropriate under the RSFI Constitution and rules, having regard to the requirements of fairness and due process.
You are expected to cooperate with the enquiry and to refrain from any conduct that may prejudice the investigation. All parties are required to maintain confidentiality in respect of the enquiry process to the extent necessary to preserve the integrity of the proceedings.
*4. **Final Decision and Right of Representation*
Once the Three‑Member Committee submits its final report, the Executive Committee/House will consider the report and take a final decision. The final decision shall be taken after due consideration of the Committee’s findings and any representation you may submit in response thereto. The Federation expects all parties to respect and abide by the final decision of the Executive Committee/House.
